William E. Skelton served as RI president from 1983 to 1984. Rotary <br>
Images William E. Skelton, who served as RI president in 1983-84, <br>
died 30 August at the age of 89. <br>
<br>
A former dean and director of 4-H programs at Virginia Tech, Skelton <br>
had been battling cancer for the past year. <br>
<br>
"I truly do not know anybody who really lived and embodied the Rotary <br>
motto of Service Above Self more than Bill Skelton," says Douglas <br>
McAlister, past governor of District 7570 (<st1:State w:st="on"><st1:place
w:st="on">Virginia</st1:place></st1:State>). "He always <br>
displayed an endless vitality, imagination, and a degree of <br>
tenaciousness that I have never seen in anyone else and will probably <br>
never see again." <br>
<br>
Skelton first joined the Rotary Club of Christiansburg-Blacksburg, <br>
Virginia, USA, in 1955. In addition to his term as RI president, he <br>
served in numerous capacities including as district governor; <br>
International Assembly group discussion leader; committee member and <br>
chair; Foundation trustee, chair, and consultant; director; and first <br>
vice president. <br>
<br>
He was a recipient of the RI Service Above Self Award and The Rotary <br>
Foundation's Citation for Meritorious Service and Distinguished <br>
Service Award. He also received the PolioPlus Pioneer Award for his <br>
extraordinary service to PolioPlus. <br>
<br>
"In that district, everybody looked up to him," recalls Jim Johnson, <br>
secretary of the neighboring Rotary Club of Blacksburg. "All the <br>
incoming and past district governors sought his counsel." <br>
<br>
Leaving a legacy<br>
Johnson's wife, Janet, a member of the Christiansburg-Blacksburg <br>
club, said Skelton's many legacies include a Rotary scholarship for <br>
international exchange students named after him. <br>
<br>
"Because of him, we are able to sponsor three of those a year," she <br>
says. "His interest and his commitment to students and building <br>
international goodwill are a part of his legacy." <br>
<br>
Skelton's RI theme, Share Rotary -- Serve People , helped Rotarians <br>
focus on promoting development in the areas of membership, community, <br>
vocation, and international relations as a means to achieve Rotary's <br>
humanitarian goals and make a difference in the world. <br>
<br>
After his retirement from Virginia Tech in 1979, he served as dean <br>
emeritus, president of the Virgina Tech alumni association, and <br>
athletic association board member. <br>
<br>
In 1983, the university presented him with the Alumni Distinguished <br>
Service Award and the Ruffner Medal, the school's most prestigious <br>
honor. <br>
<br>
He was a strong proponent of 4-H, the largest out-of-school youth <br>
organization in the <st1:country-region w:st="on"><st1:place w:st="on">United
States</st1:place></st1:country-region>, throughout his career, and also <br>
served as director of the Virginia Cooperative Extension. The W.E. <br>
Skelton 4-H Conference Center was named after Skelton and his wife, <br>
Margaret (Peggy), in recognition of their service. <br>
<br>
He is survived by his wife, son John K. Skelton, and daughter Jean S. <br>
Montague. <br>

Dear fellow Rotarians, <br>
<br>
In Rotary, we know that planning ahead and planning wisely are the <br>
keys to successful service. This is why I urge all of you to plan <br>
ahead – and plan wisely – by registering now for the 2009 RI <br>
Convention in <st1:place w:st="on"><st1:City w:st="on">Birmingham</st1:City>, <st1:country-region
w:st="on">England</st1:country-region></st1:place>.<br>
<br>
If you have been to a convention before, you already know how <br>
wonderful this annual event can be. And if you have never been to a <br>
Rotary convention, <st1:City w:st="on"><st1:place w:st="on">Birmingham</st1:place></st1:City>
is the perfect place to start.<br>
<br>
Like Rotary, <st1:City w:st="on"><st1:place w:st="on">Birmingham</st1:place></st1:City>
is a mix of the old and the new. With a <br>
pedestrian-friendly downtown area and excellent public <br>
transportation, the city offers diverse neighborhoods, historical <br>
interests, great dining, and ample shopping. And <st1:country-region w:st="on"><st1:place
w:st="on">Britain</st1:place></st1:country-region>'s extensive <br>
rail network makes it easy to get to many sites in less than an hour. <br>
The excitement of <st1:City w:st="on">London</st1:City>, the natural beauty of <st1:country-region
w:st="on"><st1:place w:st="on">Wales</st1:place></st1:country-region>, and all
the <br>
charms of the English countryside are close enough for a daytrip and <br>
engaging enough for a postconvention vacation.<br>
<br>
With its own airport and rapid rail links to <st1:City w:st="on">London</st1:City>,
<st1:City w:st="on"><st1:place w:st="on">Birmingham</st1:place></st1:City> is

easy destination from anywhere in the world. And once you're in <br>

will join thousands of Rotarians from dozens of countries as you <br>
celebrate a year in which we have worked together to Make Dreams Real <br>
for the world's children.<br>
<br>
It is impossible to describe the energy and excitement of a Rotary <br>
convention. It is the highlight of the Rotary year and an event that <br>
I look forward to from the end of each convention until the beginning <br>
of the next. I know I will see old friends and make new ones, learn <br>
about Rotary projects throughout the world, and find new ways that my <br>
club can put Service Above Self.<br>
<br>
Each convention is different, but each one promises the same <br>
friendship, fellowship, and inspiration. Each one is unique, and each <br>
one is memorable. Each one is an opportunity that will not come again.<br>
<br>
I strongly believe that every Rotarian should experience a Rotary <br>
convention at least once. It will forever change how you see Rotary. <br>
And after you leave, you'll find that you are already planning for <br>
the next convention. Young and I look forward to seeing you in <br>
<st1:City w:st="on"><st1:place w:st="on">Birmingham</st1:place></st1:City> for
the 100th convention of Rotary International.<br>

font-family:Arial;color:black'>Dear family of Rotary,<br>
<br>
The Rotary Foundation Future Vision Plan is an exciting initiative that<br>
promises to bring our Foundation new success and greater recognition.<br>
This visionary yet practical plan responds to Rotarians' assertions<br>
that our Foundation is too bureaucratic, that we need to simplify our<br>
efforts and align our programs.<br>
<br>
The new grant structure does just that. Two kinds of grants will be<br>
available. Rotary Foundation District Grants will give clubs and<br>
districts more flexibility in carrying out projects locally and abroad.<br>
Rotary Foundation Global Grants will offer the opportunity to implement<br>
projects with more significant and sustainable outcomes, often in<br>
collaboration with other prominent organizations, and will support<br>
larger projects in one of six areas of focus that align directly with<br>
the Foundation's mission: peace and conflict prevention/resolution,<br>
disease prevention and treatment, water and sanitation, maternal and<br>
child health, basic education and literacy, and economic and community<br>
development.<br>
<br>
In the past, Rotarians have asked why our Foundation is not better known<br>
in the world, why our good work has sometimes gone unrecognized. That<br>
situation changed dramatically when we began to focus on polio<br>
eradication and became part of the Global Polio Eradication Initiative.<br>
By concentrating our efforts and working with the World Health<br>
Organization, UNICEF, and the <st1:country-region w:st="on"><st1:place w:st="on">U.S.</st1:place></st1:country-region>
Centers for Disease Control and<br>
Prevention, Rotary became known as a leading nongovernmental<br>
organization in international public health. Our Future Vision Plan<br>
builds on that success by focusing Foundation resources on areas of<br>
significant Rotarian interest and past involvement.<br>
