Remembering PRIP Carlos Conseco<br>
<br>
Carlos Canseco, who served as RI president in 1984-85, died 14 January<br>
in <st1:place w:st="on"><st1:City w:st="on">Monterrey</st1:City>, <st1:country-region
w:st="on">Mexico</st1:country-region></st1:place>. He was 87.<br>
<br>
A former physician specializing in allergy research, Canseco launched<br>
PolioPlus, Rotary's ambitious program aimed at eradicating polio, during<br>
his term as RI president.<br>
<br>
Canseco joined the Rotary Club of Monterrey, Nuevo León, in 1950. In<br>
addition to RI president, he served as Rotary Foundation trustee chair<br>
and vice chair, RI vice president and director, International PolioPlus<br>
Committee adviser and member, district governor, and district PolioPlus<br>
subcommittee chair.<br>
<br>
"The Rotary world is saddened by President Canseco's death," says RI<br>
Director José Alfredo Sepúlveda. "His rich heritage of service to<br>
others through the paths of science and humanitarianism will continue to<br>
improve the lives of children throughout the world."<br>
<br>
Canseco was a professor of medicine at the <st1:place w:st="on"><st1:PlaceName
w:st="on">Autonomous</st1:PlaceName> <st1:PlaceType w:st="on">University</st1:PlaceType></st1:place>
of<br>
Nuevo León, where he established the institution's first course in<br>
allergology. He helped found the Mexico Society of Allergology in 1948.<br>
<br>
In 2004, Vicente Fox, the former president of <st1:country-region w:st="on"><st1:place
w:st="on">Mexico</st1:place></st1:country-region>, awarded Canseco<br>
the Belisario Domínguez Medal of Honor, the highest award bestowed by<br>
the Mexican government. The honor has been presented every year since<br>
1954 to Mexicans with distinguished lifetime careers who contribute to<br>
the welfare of the nation and humankind.<br>
<br>
In 1982, as head of Coordinated Health Services in Nuevo León,<br>
Canseco assisted Albert Sabin, who discovered the oral polio vaccine, in<br>
developing an aerosol vaccine to prevent measles.<br>
<br>
He was the director of the <st1:place w:st="on"><st1:PlaceName w:st="on">Regional</st1:PlaceName>
<st1:PlaceType w:st="on">Center</st1:PlaceType></st1:place> for the Prevention
and<br>
Treatment of Allergies at the <st1:place w:st="on"><st1:PlaceType w:st="on">University</st1:PlaceType>
of <st1:PlaceName w:st="on">Nuevo León</st1:PlaceName></st1:place> Faculty of<br>
Medicine and a fellow of the <st1:place w:st="on"><st1:PlaceName w:st="on">American</st1:PlaceName>
<st1:PlaceType w:st="on">Academy</st1:PlaceType></st1:place> of Allergy,
Asthma, and<br>
Immunology. He also served as Nuevo León's minister of health.<br>
<br>
In 2002, he was honored by the Pan American Health Organization as one<br>
of the Public Health Heroes of the <st1:country-region w:st="on"><st1:place
w:st="on">Americas</st1:place></st1:country-region> for his contributions and<br>
commitment to health care in the region. Canseco headed a collaborative<br>
study on chronic allergic diseases in <st1:place w:st="on">Latin America</st1:place>
for the<br>
organization.<br>
<br>
He also served as director of urban transportation and council member<br>
for the City of <st1:City w:st="on"><st1:place w:st="on">Monterrey</st1:place></st1:City>.
He has received humanitarian awards from the<br>
governments of <st1:country-region w:st="on">Brazil</st1:country-region>, <st1:country-region
w:st="on">Colombia</st1:country-region>, <st1:country-region w:st="on"><st1:place
w:st="on">Côte d'Ivoire</st1:place></st1:country-region>, the Dominican<br>
Republic, <st1:country-region w:st="on">Germany</st1:country-region>, <st1:country-region
w:st="on">Nicaragua</st1:country-region>, <st1:country-region w:st="on">Paraguay</st1:country-region>,
<st1:country-region w:st="on">Peru</st1:country-region>, and <st1:country-region
w:st="on"><st1:place w:st="on">Turkey</st1:place></st1:country-region>. He
served as<br>
honorary consul of <st1:country-region w:st="on">Honduras</st1:country-region>
and the <st1:country-region w:st="on"><st1:place w:st="on">Philippines</st1:place></st1:country-region>.<br>
<br>
The RI theme during Canseco's presidency, Discover a <st1:place w:st="on">New
World</st1:place> of<br>
Service, helped Rotarians explore new ways to serve and to expand<br>
opportunities for service in existing club and community programs. He<br>
worked diligently to encourage the formation of new Rotary clubs.<br>
<br>
He is survived by his wife, María Aurora; sons José Ignacio,<br>
Carlos, Rodolfo, and Paulino; and daughters Martha, Lucía, Esperanza,<br>
María Aurora, and Teresa.<br>
<br>
Funeral services were held 15 January in <st1:City w:st="on"><st1:place w:st="on">Monterrey</st1:place></st1:City>.

A new Rotary club spanning the border between <st1:State w:st="on">Minnesota</st1:State>
and <st1:State w:st="on"><st1:place w:st="on">Wisconsin</st1:place></st1:State>,<br>

is focusing its energies on helping the environment while reaching<br>
out to younger members.<br>

, which received its<br>
charter in November, meets late Tuesday afternoons at a popular<br>
restaurant in <st1:place w:st="on"><st1:City w:st="on">Duluth</st1:City>, <st1:State
w:st="on">Minnesota</st1:State></st1:place>, where members are treated to
snacks and<br>
a nonalcoholic drink for $5. The location, time, and price are all<br>
designed to appeal to younger professionals, who comprise a majority of<br>
the club's more than 30 members.<br>
<br>
"Probably 75 percent of our members are young women. I'm in my<br>
forties and one of the oldest in the group," says Kay Biga, the<br>
club's secretary and a Rotarian since 1996. "We also have<br>
several members in their twenties, who would typically join a Rotaract<br>
<<a

Biga said she began percolating ideas for a different kind of club a<br>
year ago, after having drifted away from the club she had been<br>
attending. She lined up a few other former Rotarians with connections,<br>
including a chamber of commerce member who runs a group for young<br>
business leaders.<br>
<br>
Selecting a fun location and keeping meetings short were major<br>
priorities. Effort is made to keep every meeting under an hour, although<br>
Biga notes "a lot of people will order a glass of wine or a beer and<br>
stay on. We provide the restaurant with a fair amount of spillover<br>
business."<br>
<br>
Once a month, the club goes "on the road," and joins the Duluth
Chamber<br>
of Commerce's monthly after-hours event in lieu of the usual<br>
meeting. "It gets us out, and more people learn about Rotary," Biga<br>
notes.<br>
<br>
The club has also adopted a decidedly ecological theme in both name and<br>
service projects. Each month, the club participates in projects that<br>
focus on making a positive impact on the environment or local community.<br>
Past projects have included pulling buckthorn at a local nature center<br>
and helping a theater company organize its script library.<br>
<br>
The club plans to partner with the like-minded Rotary Club of Baikal-Eco<br>
<st1:place w:st="on"><st1:City w:st="on">Centennial</st1:City>, <st1:country-region
w:st="on">Russia</st1:country-region></st1:place>, for international projects.<br>
